The Law covers only first time students (students who don't already have a college degree).
However, the full implementation of this law is not clear yet.

Scholarships at Bulacan State University
In the continuing effort to motivate students toward academic excellence, BSU grants scholarships (free tuition/stipend) to qualified and deserving students. The office of Scholarship and Financial Assistance helps undergraduate students reach the goal of graduation by providing financial assistance.
The types of scholarships and grants are:
1. Institutional Scholarship
2. Private Scholarship
3. Barangay Scholarship
4. Financial Assistance
Any qualified student may only avail of one type of scholarship or assistance in any given semester.
